Port1 and port 2 is not responding

Hi. The ports 1 and port 2 are keeping turning the motors and not responding to programing .
Port 3 and port 4 are okay with the same encoder motors .
only arduino coding helps to stop them . We tryed to change motor drivers , no help . Upgrade and restart doesnot help .
Any ideas how to make a general restart or general restart via arduino .
