Are my motors faulty?

I purchased an “ultimate robot kit” and have been experimenting with different projects. I noticed that my 25mm and 37mm motors won’t operate at anything under the value “100” (on the 0-255 scale). If I try to rotate them slowly at value “50” they just whine. This is while using the provided 6 AA battery holder and a fresh set of Duracells.

Are my motors faulty? Or is it a known limitation of the DC motors? I’m considering upgrading the motors but I’d like to find some that I don’t have to solder connectors to.

Actually this is quite common. About the lowest value to get the motors to run consistently is 70 - 80 (besides selecting from the drop down, you can type in values). It has something to do with the PWM (Pulsed Wave Modulation) and the minimum current requirements for the motors.
