A few new blocks and BT 4.1 support

While mBlock already has “when x key pressed” and “when IR button x pressed”, we also need “when x key RELEASED” and “when IR button x RELEASED”. Also, there is , so we also need . Also, when’s Bluetooth 4.1 support coming out?
