Arduino IDE and bluetooth for controlling makeblock robot

I’d like to use my PC to use the serial input to type in commands. The laptop would be connected via bluetooth to my PC
My PC is connecting to the bluetooth. I tell it to open up the port specified under connected devices.

Whenever I go to open up serial it tells me port 4 is busy?

Any help would be greatly appreciated. I’m a beginner with bluetooth and beginner-intermediate with general arduino.

Can I use the adruino IDE Serial input to control a makeblock via bluetooth? If so, can you please send me a link or documentation on how to do this.
